Hello I am changing out a out door 400 amp Panel board. Rusted beyond belief. Got a price and supply came back with $3200 for completely new set up with a new main breaker I have to change two of them just unmount from strut and drill out for knockouts.
With removing and installing old I used NECA labor units on Mccormck I got with parts labor a permit cam out to about $10,500

Says labor is about 14hr seems high does that seem correct for a outdoor set up of removal and install of new setup?

Idk how the set up is but do you think it could take 2 days to start and finish it? If so 14 hours might be correct. NECA labor units are over alot but you're dealing with a rusted out install and don't do these everyday.

No I don’t think it would take 14 hours. Probably 8 but, one thing I never remember and the program includes in figuring labor is the time to acquire and look for material. So I noticed most of the time it’s pretty close

If it was new I would not use neca and it had it at 10 hours.

What rate did you apply to the 14 man/hrs?

Well it’s not really a problem most of the time I get the jobs the labor rate they gave to install these just seemed high 14hours but I went with it

I don't think that labor rate is too high in coastal Oregon. I would have bid it at $80 to $95 an hour here in Oklahoma. And it would take me 14 hours, because I don't do that sort of job all the time. Perhaps you only lost out because another bidder does it all the time and knows they can do it faster.

150 an hour with 10% markup on overhead/and proofit
You can't tell me, even in California that your per hour cost for 1 man is $150. Lets say in Oregon, you are paying your guys $55. A high labor burden would be 45%, so that is $79.75 Everything else is actually overhead and profit. You can just lump your costs any way you choose that covers you, but if you are pricing your man at $150, then you are pricing in truck cost, gas cost, lost time, and many other minor costs. So, I certainly wouldn't add overhead on that. Bottom line however, is you charge what the market will bear. The market didn't bear this. Last word though, 2 400 amp panels, change out, I don't like seeing one person working alone, so 1 journeyman 1 helper 8 hours each total 16 hours isn't far off. May take an hour less but the day is wasted anyway.

My hourly rate is service work cause people around here won’t pay anymore when I bid I want to make 250 and up and most of the time I do.

People that do flat rate instead of hourly service work make a lot more than my 150 an hour

I actually like the flat rate for little service calls over the phone quotes. Someone wants a gfi replaced and I can just say boom there's the price. They say while you're here can you and boom there's the price to add the outdoor outlet shot out the back of an inside one.

Not bad. Very economical, fair? Charge another 10 % and donate it to the children's hospital. Good job/ not high at all.

When using the NECA Manual, does the labor time listed include demo of old stuff or just the new install?
