I am trying to find out the pin designations for a mini din8p RS232 cable. I need to find the TX, RX, DCD, DSR, CTS and GND. I know the pin, looking at the male side, count 1 through 8 starting from the bottom reading left to right. I am having a hard time finding which pin is the DCD, DSR, and CTS. Is this standard for all mini din 8p connectors? How do I find out which pin is the DCD, DSR, and CTS?

I know pin pin 3 is receive, pin 4 is transmit, and pin 7 is gnd.

The best reply that I can give is that there is AFAIK no formal standard for RS-232 over an 8-pin DIN connector (just as there is no formal standard for RS-242 on a 9-pin D connector either.
You will need to find out the pinout chosen by the specific equipment manufacturer you are interfacing with.
Not all RS-232 implementations even include all of the control lines in the RTS/CTS/DSR/DCD group, while some add a shield ground separate from the data ground and/or a 5 or 12V power pin for auxiliary equipment..
