Mini Split maintenance receptacle required or not?

Since there has been a rise in installs of mini splits, there has been a debate on dwelling unit mini splits condenser units receptacles on the exterior of homes and 2 family dwelling units. I always thought that if there was no close outside receptacle (within 25ft) at the new install location for the house, one or 2 family dwelling, then they were required to have one installed because of NEC 2023 210.63.

However after reading it more closely (the exception for evaporator coolers in dwellings) and hearing from others, I am second guessing it. Am I incorrect in my thinking, even though it is good idea to have one close by??
 
210.63 Equipment Requiring Servicing - a 125v, single phase, 15 or 20a receptacle outlet shall be installed at an accessible location within 25' of the equipment as specivifed in 210.63(A) & (B)

(A) Heating, A/C, and refrigeration equipment - the required receptacle outlet shall be located on the same level as the heating, A/c, and refrigeration equipment. The receptacle outlet shall not be connected to the load siee of the equipment's branch circuit disconnecting means.
Exception - A receptacle outlet shall not be required at one and two family dewellings for the service of evaporative coolers.

(B) in other than one or two family dwellings (i'm not gonna type the rest as it doesn't apply to this conversation)



yes, it is required. and on the same level as the compressor. does this help?

fyi - "evaporative coolers" are 'swamp coolers' that are portable, water-filled fan units. not air conditioning compressor units.
