CHANGING A RESIDENTIAL 3 APT'MENT BUILDING SERVICE
FROM FUSES TO BREAKERS - ALL PANELS ARE 100A BUT ONE ONLY HAS 2 CIRCUITS TO THE APT'MENT IS THERE ANYTHING IN THE CODE THAT REQUIRES A MINIMUM AMOUNT OF CIRCUITS AFTER A SERVICE CHANGE - OTHER THAN LOCAL TOWN BYLAWS

NO- but the fuses are likely to be overly sized, so you will have to size the breakers to the wire. As a result, you will be hearing complaints that the breakers are always tripping. The only solution is to split out or add to your circuits.
