Minimum Cover for U/G in Parking Garage

Having a bit of a difference of opinion with contractor. I say minimum cover for U/G raceway in commercial parking garage, even under 4" slab, is 24" (Column 3, Table 300.5). I argue that "under streets, ....and parking lots" applies even if the parking lot is indoors. He argues that it is "under a building" therefore 0" is the requirement.
Some opinions, please.

:grin: Then, what do you do in your decks. You want the contractor to pour 24" thick decks?

A parking garage is not a parking lot.

Thats a great point but is OP going to be in the slab or under the slab?
 
Good point, Mdshunk. What then is the minimum cover, both on the ground and on the levels? Although a parking garage may not be a parking lot, I have a difficult time understanding the difference between them. I always thought of a parking garage (at least the bottom floor) as a parking lot with a house around it.

Last few parking decks I did were all pre-cast ~ nothing went "in" the deck.
Now if the decks were not pre-cast, wouldn't they be poured in place over a steel pan/deck?

I am of the opinion that the ground level parking is a "lot".
