Minimum Cover - Non Residential Driveway

For feeders < 1000V in PVC (schedule 40) conduits installed in trench under non-residential drives I always went by Table 300.5 Column 3, Row (under streets, highways, roads, alleys, driveways and parking lots), that requires 24" minimum cover. Would installing 2" concrete cap allow reduction of minimum cover to 12" even though it is under a driveway per Row (In trench below 2" thick concrete or equivalent).

Unclear, as 300.5 does not address how to handle installations that fit the description of more than 1 row. When they fit the description for more than one column, Note 4 clearly specifies that you can take the lower requirement.

The conservative assumption is to comply with all applicable table entries. Then Note 4 make sense as an exception to that unspecified default.

Even if you pour the trench full of concrete, 24" of cover would be required, including the concrete.
