this is one reason POCO likes to be 36"And, more practically, most digging in the ROW expects the electrical to be 24” deep.
I agree completely with your response. Another choose the safest way issue is digging overtop of an existing utility so the deeper may not be possible in that area. Ill ask for permission in that area. Typically can get the inspector to work with me.The short answer is 24".
The long answer is that the table is ambiguous and doesn't tell you how to handle the case that your installation complies with multiples rows. Certainly taking the larger answer is conservative.
Also Note 4 tells you that when your installation complies with more than one column, then you have permission to use the shallower value. Which implies a presumption that absent note 4 you would need to use the deeper value. Which suggests the same would apply for an installation matching two different rows, although it is not spelled out.
