Minimum mounting height for disc switch?

The max is 6’-7” to the center of the grip, but what is the minimum height?

For mobile and manufactured homes, the minimum is 24" to the bottom of the service disconnect.
I don't think there's a minimum for other buildings.

If installed outdoors in the north is it subject to physical damage if installed low to the ground and subject to snow cover?

I had to work on a panel that was about 12" off the ground. I had to lie down on the ground to work on the panel. It is so hard to believe that that would be allowed. I do know that it is allowed but I would never install a panel in such a fashion.

Not the best location but not prohibited either. Big 90" tall switchboards sit on the ground and some of the connections are only a foot or so from the bottom.
