Minimum NM sheathing length at panelbox connections

Am I correct that a minimum of 1/4" of sheathing must penetrate into a panel? If so, I am interpreting that the ones in the photo do not meet this?

What code section requires the 1/4" of cable sheathing when entering a panel with that type of conductor?
 
Without looking, I believe the 1/4 inside the box rule mostly applies to your typical non metallic wall boxes - especially where a clamp is not needed, clamp fittings need to clamp the sheath but the sheath can and immediately after the clamp.

Some fittings could have a requirement in their instructions - more likely to apply to the "black button" fitting shown in the OP then the "two screw clamp" fittings.

It is not all that uncommon to have a little slack in the NM before it enters the box.
Just loosen the connector, grasp the NM and slide it just enough through the connector to assure that the connector clamps any the sheath.
Isn't the clamp of the connector on the end of the connector away from the box? Is the clamp tightening directly on the sheath? Probably so. Where the wires exit the connector into the box the connectors purposefully have no sharp edges the damage the wire insulation where the wire must be protected by try he sheath. If so is there any issue?
