When Calculating minimum number of 20 amp 120 V circuits for a residence with 1800 sq feet.
you follow 220. .12
so for lighting i get 5400VA or 3 circuits

Then I have to follow 210.11 C correct ?
 
3 va per square foot for genearl puprose recepts and lighting, 2 small appliance brach circuits in kitchen (1500 watts each) , one for washer. 200.52 spells it out prety well, there are examples in the back of the book . don't forget 5000 watts for the clothes dryer, what is the heat/ac going to be in the house. a range, or is it gas ? maybe wood fired? you doing a complete load calc or just recepts? generally you'll come up with at least 6 or 7 minimum
 
Is this a test question? The general lighting circuits can be 15A or 20A. The (2) kitchen small appliance, laundry, and bathroom circuits must be 20A.
