Minimum off grade of 3r serv. disc?

What is the minimum off grade for a 3r serv. disc.?

I know of maximums, but not a minimums - unless local amendments apply.

I agree with Derek, as a general rule there is no minimum height requirement for a service disconnecting means just a maximum in the NEC. (There is a minimum for mobile homes)
