I have been reading and learned that there is a maximum panel height but no minimum.
Some contractors installed a panel 1 inch up from the floor at a new site.
The electrical room got flooded during a storm. When I went to check it water was up 2 inches. When I looked at that my first thought was there should be a minimum height.
Second thought was you can never enter the bottom of the panel to run more conduits for future and most of our plans say you need to leave 40% for future circuits.
If the panel was up from floor 6 to 12 inches I think that would be better.
