The NEC does not give us such information. It's a design issue in its entirety. As Bryan said, it all depends on what you need to put into the room. If all you need in the electrical room is a 480V lighting panel, a transformer, a 208/120V distribution panel, and a couple 208/120V branch panels, with the rest of the panels scattered around the hallways, then you might get by with a 6x8 foot room, or even smaller. But some architects do not want panels in the hallways, and do not want to build small electrical closets (i.e., 1 foot deep and 4 feet wide) to store panels. In such cases, you need to put all the panels in a single room, and that room needs more space.
My IT buddy tells me he needs a minimum of 100 square feet (or about 8 x 10). But if this is a large building that requires a main distribution room, in addition to a separate IT room on each floor, the main room needs at least 120 square feet (10 x 12).
