I looked at a job today, and a replacement exterior panel is needed due to water intrusion. The current panel is about 14 inches of the ground. (I have never seen one so low) What is the code reference for minimum height from the ground/grade on an exterior panel? I can't seem to find it..

I was just at a very old mobile home today, which is owned by a relative. The bottom of the panel, located in the clothes closet, was 6 inches. Cool thing is this old mobile still had the WA plates on it, as well as the brake lights. :D

550.32 Service Equipment.
(F) Mounting Height. Outdoor mobile home disconnecting means shall be installed so the bottom of the enclosure containing the disconnecting means is not less than 600 mm (2 ft) above finished grade or working platform. The disconnecting means shall be installed so that the center of the grip of the operating handle, when in the highest position, is not more than 2.0 m (6 ft 7 in.) above the finished grade or working platform.
 
I think I saw something in one of our local codes about a minimum height for a panel. I don't recall if it was a state or city level, though. I'll have a look later.
 
We had a discussion about this awhile back. You may find it in the local ordinances, but it would be based on a FEMA requirement, which I "believe" is 2' above the flood level for that area. That is if your area is in a flood plain.
