minimun disconnect heigth

i have installed a service disconnect below the meter is there a minimun height from the ground.it is presently 30" to the bottom

The only height requirement for service disconnect equipment is in 550.11(A) for Mobile Homes. The minimum is 24" from the bottom of the equipment to the floor level of the mobile home.

So, in any case, you are okay at 30". I feel it is good practice to keep disconect heights at above flooding and or water infiltration heights.
