MLO panel

Please see attached sketch shows three feeders feeding Panels A, B, C from disconnect located in electrical room.

Feeders for Panel B and C are existing. However feeder for Panel A is new.

Panel A is MLO. The feeder goes thru tenant 1 space then to tenant 2 space to Panel A.


Questions:

1. Panel A is MLO. Is their requirement for Panel A to have main breaker in NEC 2017?

2. Can you have multiple feeders feeding the tenant 2 space NEC 2017?

Unless the Tennant 2 space is considered a detached building then I'm pretty sure the answers are no and yes.
