Attached sketch shows incoming electric utility in meter stack with four meters and service disconnects. Meter stack is attached on outside wall of the building.

One of the service disconnect feeds Panel T1 which is located inside Tenant #1 space. Tenant Panel T1 is MLO.

Is panel T1 required to have main breaker? If yes then which code section. If no then which code section.

I agree not required, UNLESS you get into feeder taps (240.21(B) or a smaller panel then the OCPD at the start of the feeder (408.36). There is no code reference because that isnt how the code works.
 
if tenant is residential/dwelling unit maybe main is required, I will check later the code section.

Project is commericial setting. However just for curiosity sake lets see the code section for residential.

Ok let me know when you find it, I'll be on the beach on vacation the 1st thru the 5th, I don't think there is cell service there. ;)

There is NO code section requiring a main breaker in a tenant panel. Some are tempted to cite 240.24(B), but that doesn't require one.
