On a typical 200 ampere mobile home electrical hook-up, using a 200 ampere housepower box containing a 200 ampere main breaker, is it suitable to use schedule 40 pvc electrical conduit coming out of the ground to the bottom side of the 200 ampere housepower box or is schedule 80 pvc electrical conduit reguired by the 2008 national electrical code?

That depends on if the inspector feels the raceway will be subject to physical damage or not.
