Doesn't the feed from a mobile to the outside box need to be underground and up the pole to box be in pipe?

Not here it can be overhead or underground to the pole, to the mobile home it`s underground.Protected from the pole in pipe and can be direct burial and exiting the ground to the mobile in pipe again protect from physical damage.
