Long story short. I had a main panelboard inside a closet in a 1977 model mobile home burn up and the only suitable place for a new main panelboard was on the opposite wall outside the mobile home. I installed the new panel on the outside of the mobile home in an approved outdoor enclosure. I also used the old panelboard box(removed all the guts from it) as a junction box for splices to the new panel. The inspector has failed my inspection saying that a main panelboard can not be located outside of a mobile home and that the old panel can't be used as a junction box even though it's bolted shut and totally enclosed. I've looked over the code book but can't find a code that states any of this. Plz help!
