Right here.
I have a service pedestal, which contains the meter and a 100 amp disconnect. There are ground rods at this pedestal. I run a 4-wire feeder 20 feet to an RV pedestal (several styles of RV receptacles and breakers for each). Does this RV pedestal qualify as another "structure" under 250.32, which would require more ground rods at this RV pedestal? Even though it's only 20 feet away? I know that 551 might get mixed in here somehow, but I'm fooggy on the 550's.

This may come down to a matter of interpretation. I don't think there is anything definitive in the code regarding this and there will be opinions on both sides. You should probably have a chat with the AHJ to determine his/her thoughts and proceed accordingly. Personally I do not feel a ground rod would be required, but that is only my opinion. I can't foresee any danger caused by installing a ground rod as long as the grounds and neutrals are kept separate at the RV pedestal. So in the event that no definitive answer is available, I don't believe it would be "wrong" to drive a ground rod at the RV pedestal, so it may be easier to just do it than try to get clarification.

551.75 Grounding.
All electrical equipment and installations in recreational vehicle parks shall be grounded as required by Article 250.

250.32 Buildings or Structures Supplied by Feeder(s) or Branch Circuit(s).
(A) Grounding Electrode. Building(s) or structure(s) supplied by feeder(s) or branch circuit(s) shall have a grounding electrode or grounding electrode system installed in accordance with 250.50. The grounding electrode conductor(s) shall be connected in accordance with 250.32(B) or (C). Where there is no existing grounding electrode, the grounding electrode(s) required in 250.50 shall be installed.

100 Structure. That which is built or constructed.
I would say yes
