Mobile home skirt

Does having a skirt on a mobile home remove the requiemnet for 550.15(H) ? I dont see how the wire under the trailer could be exposed to physical damage once the trailer is anchored down. I have had to run circuits under trailers to outlets that had lost their power supply. I have been using PVC, but have been under some trailers at this park where the last electrician just ran romex under the trailer with no conduit so i didnt know if having the skirt changed 550.15(H).

Also why is this considered a "wet location" under the trailer?

Just because there's a skirt doesn't mean someone can't remove the skirt and crawl under there for some reason... such as fixing the plumbing, or leveling the house up, or whatever. Same logic applies to crawlspaces.

It's considered a wet location because there's no positive method to keep water out.
 
Does the NEC require wiring under a house with a crawl space ( pier and beam construction) to be in coduit and is it also considered to be a wet location? Also why will they not allow LFNMC under a trailer?
