Is minor reconnection of two internal wires of certified residential Electrical Service Panel to connect Solar Back-up System allowed? Service Panel is All-in-One type by Square D and has NEM meter, main breaker, and house hold breakers.

Are you asking this question as an EE designing a system, or as a user wishing to modify an existing system?

The general answer is that changes to listed equipment will generally void the listing unless permitted by the equipment instructions.

I am asking my question as an EE involved in design - with other professionals of vendor - of connection method to my residential Electrical Service Panel of a Solar Battery Back-Up System. Proposed connection simply includes insertion of external “transfer switch” device between output of main breaker and input to feeder bus of household circuit breakers via appropriate conduits and conductors. All aspects of of 120% Rule are met. Alternative is abandonment of new properly sized 200A ESP installed with Solar Generation (Panels) System in 2016 by vendor and Local Power Utility.

I am (at least temporarily) locking this thread. Forum rules to not allow us to assist a person who is not an electrician perform electrical work at their own home. It appears to me that that is what is happening here. You say you are an EE and this project is for "my residential panel." That puts the topic outside the forum rules. Please send me a PM if I have misinterpreted the situation (e.g., if this is a work-related project).
