Modular electrical equipment building - occupancy classification and use

What is the correct occupancy classification of an modular electrical equipment building that will be installed at a solar panel field. The building contains electrical panelboards/switchgear equipment with a battery bank with containment dam. The building is 19 x 46 with steel frame and metal panels. It is insulated with ventilation louvers and PTAC units for cooling the electrical equipment. I think that it could be classified as Special Purpose Industrial (Group F) per NFPA 101, 40.1.2.1.2 or Storage (Group S). Which is it? Thanks.

Its typically unoccupied, correct?
