No, its a safety requirement, esp on equipment from off shore, IE a printing press that used green as a hot, electrician wired the machine and someone got shocked. I had a pump skid that was shipped from CA, the control panel was right over the pipes, I had to straddle the pipes to open the panel door (it was not listed) It got rejected, sent back, and then it was listed and the control panel was separate. I have seen a lot of unlisted equipment that gets sold to unknowing buyers. WA has required product listing for 85 years.

You as an electrician should want permits on anything modular that’s to her market share getting carved away
If the unit is prefabbed permits would only be for connections and associated wiring
