Strike two! Seriously, in general yes if you are talking the underside of a house. There really needs to be more info to get a more accurate answer.

Is it a service, feeder or branch circuit?

Also take a look at section 338.10 uses permitted
I would rather show you where to get the answer then give you the answer. Then if its still not clear, please ask!

If installed to code, I can't see why you would not be able to put it in a crawl space.

The info I think we really want to know is this really service conductors (main inside) or a feeder (main outside)

If this is a service conductor then most places will not allow you to run more than a short distance inside before you get to a main disconnect.

Inside the crawl space would be considered inside the building.

Morepower If there is fuses or a breaker protecting this wire then it is a feeder and would be allowed in the crawl space but if there is no protection the it must terminate as soon as it gets in side.
