more load calc help

example d1(b) of the NEC shows balancing neutral loads between phases as $mart$ explained in previous post, but doesnt apply this method to the lighting and small appliance loads. is this because of 210.11 (b)? I am also using mike holts exam prep guide and have found no references to balancing loads across phases and using the largest of the 2. last question for this post....if i can apply 220.53, i can apply demand before converting to amps and balancing?

would appreciate all opinions

i respectfrully understand there are many answers that will "work"...but im taking the WA admin test in two weeks..those are the relative answers im truly interested in. thank you

I suggest that you contact your local AHJ.
Our inspectors are proud of being able to interpret NEC.
I have obtained helpful directives/interpretations related to NEC,
beyond the 'local' codes with which they normally deal.
