I drove by this for the first time today. I was saying "what the..." then I saw the sign: POCO's metering and engineering dept.
More meters than you can shake a fish stick at.

Kinda like the telephone pole "farm" in Chester, NJ.
It was a long term test facility. They also did crew training. I'd see guys practicing on the poles from time to time.
