This statement is correct only if the customer is buying a small number of bulbs. I replaced almost all of the incandescents in my house and my electric bill dropped by about $60 per month. I've shown a few friends and neighbors copies of my bill over the past 18 months, then gone over to their house and found CFLs in many of the fixtures.
 
I have also replaced the 40W flourescent fixtures with CFLs and have noticed a slight dip (around 5%) in my electric bills. the only incandescents I have left are in the bathrooms.
