More Than One Switch Needed

I got into a discussion with a fellow electrician after hearing a conversation with a GC. The electrician told the GC that a room needed a 3-way switch because it had both an exterior entry and an interior entry way.

I told the other EC that I was pretty sure that was incorrect and that the only place I recall seeing a requirement for more than one switch was for a stairway with more than 6 risers.
I don't find anything in the code to change my thinking.
Am I correct?

Just to add, it usually is good practice to install a switch at both locations for convenience to the owner/user, but not required AFAIK.
 
Agree X3. It sure is easier (and cheaper for homeowner) to add that other switch now rather than later. But we are all in this to make money & I know it would be more money to come back after the home is finished & add that switch later. YMMV

I will add that room doesn't even need the required switch to be within the room where the controlled lighting is. It just requires a wall switch controlled lighting outlet, the switch could be three floors up and on opposite corner of building and it still is NEC compliant. The only mentioning of switch locations is the stairs you mentioned and at storage or equipment spaces which requires a switch at the usual point of entry to the space.
