motor and recep on same branch circuit

Is it permissable to install a 120v recep on a 240v single phase 3 wire branch circuit with a 1hp 240 single phase motor. The HO wants to add a recep for a heat lamp at his well house for freeze protection. The existing conduit is 3/4, 50 ft from panel. The breaker is 20amp, FLA of motor is 9.6a. Does NEC allow this? Code ref please.
 
IMO, 210.23(A)(2) would allow the install as the motor load does not exceed 50% of the circuit ampacity.

Next question is do you have a separate grounded and equipment grounding conductor run to the well house?
 
will add neutral for recep, just needed code ref that would allow the two loads to be served from that circuit. Normally, I would have two circuits for this. This is a question asked by a colleage of mine...and I was scratching my head as where to start.
