This is an assembly from my estimating program for a 3 phase motor connection. Would it be common to need to use a lug above a certain size wire?

Here's one with the hours. I'm not sure I agree with the 1st line labor whihc is just over 3 hours. If you have labor for lugs or wire nuts why is that needed? Almost 6 hours for this termination seems like a lot of time.
