Got it. Could be upsized for VD as texie suggested. Fire pumps are one of the few places in the code where VD compensation is required. How long is the run?

Could be. Looking at Hubbell, a 400A switch will accept #2 to 600MCM lugs! IDK how they did it with #1!If it's a 400A switch, it may not accept conductors smaller than #1 on its lugs, and someone didn't want to deal with swapping lugs.
