For circuit feeds the motor, what component will protect the conductor serving motor? Is it motor integral overload device inside controller?
The breaker in panel only provides short circuit and ground fault protection.

That's correct. The OCPD at the origin of the circuit is only providing short circuit and ground fault protection. The motor conductors are sized at a minimum of 125% of the current in the Article 430 tables. For an inverse time circuit breaker that rating could be 250% of the rating of the motor but the conductor is still protected. The controller provides the overload protection although there are some motors that have integral overload protection.
