Motor Disconnect - Electric Operation

We have a 2300 V SF6 switch as a 1000 hp motor disconnect. The switch is operated by a 120 V motor normally but can be operated manually. The 120 V control circuit for the motor operator has a lockable rotary switch and there is a lockable cover over the port for inserting a manual operator. I think the switch qualifies as a motor disconnect under NEC 430.109(E). The question is if the locking is acceptable to meet OSHA/NFPA 70E LOTO requirements? The primary rotary disconnect mechanism cannot be locked, only access for inserting the operator handle.
