Motor Disconnect

I have 8 exhaust fan motors that have there disconnects mounted in the Penthouse mezzanine level, underneath the roof by the motors and they are not readily accessible. The MCC's are located on the Penthouse level with a lockable controller.
My question is, should the disconnects be mounted at the 6.7 ft elevation at the penthouse mezzanine level or since the MCC's contoller for these fans are accessible and lockable are they in compliance.

Are the disconnects accessible from the motor location? That is, if you are at the motor location for service work on the fan, is the disconnect accessible to you?
