Motor disconnecting means options

If...it falls within the end user's lockout tagout guidelines, is it OK to use the control circuit as the disconnecting means of a local disconnect at the motor?

It cannot be used to satisfy any NEC requirement for the presence of a disconnect.

OSHA specifically says, "Thou shalt not use a control circuit for LOTO"

So, still, "NO"
