Where in the NEC does it say motor disconnect are sized at 115%? I can never find it! I know the answer but can never find it

430.128 is in Part X, Adjustable Speed Drives, in the 2020 code. The general rule for the rating of disconnects is still 430.110.
This points out the importance of knowing what part of an article that you are in. In this case, since the rules are the same, it would not make any difference, but in other cases, being in the wrong part of an article will give you and incorrect and maybe unsafe answer.
