Would NEC 514 cover Motor Fuel Dispensing Facility if it’s a temporary installation? I am being told that it does not? Doesn’t make sense to me?

Temporary wiring must follow applicable NEC sections unless specifically permitted to be different via art 590. Not really anything in 590 that specifically addresses motor fuel dispensing facilities, so I believe 514 is still what applies.

You could possibly run into use of flexible cords being allowed, particularly outside of classified locations. Inside classified locations still would need to follow any rules included in the 500-516 articles for such applications where flexible cord may be allowed by those articles.
