We have a customer adding a 480 v service to power (7) refrigeration units on the back of Semi trailers. The units motors use 25 FLA, with a 99 LRA. Just to clarify we do not have to use the LRA when calculating the service size, correct?

You need to go with the MAX size as listed on the unit nameplate rather than the MIN for a troublefree install with regards to HVACR loads.
This a golden rule in Refrigeration.
