Motor loss of torque

Hi, I am new to this forum. However I have a question for everyone. I have compressor rated motor (HP SPL) that starts OK. However it starts to slow down (loss of torque) and pops the thermal breaker. I have tested the start and the run capacitors, and they test good. Does anyone know what is going on. PS It ran fine last Year when I put it away.
