motor nameplate FLA vs. table 430.250

I currently have a 125 HP 460V 3-phase motor with a nameplate FLA of 131A.
I was curious as to where the NEC came up with the value of 156. Is there math behind it, or it an industry average, and my motor is just an outlier.

By agreement, no manufacturer building motors to NEMA standards will ever design a unit with an FLA equal to that of the NEC. This means that if the circuit is designed using the NEC tables, any motor may be substituted at any time.

If I said this in a Mike Holt seminar, he would not like it, but "what I read is the NEC table amperage is higher than motor amperage, to allow for replacing the motor with one that has higher current, so the controller, wiring etc will not have to be replaced".
