My aplication is: 1 hp, 3 phase 208 v sump-pump inside the elevaitor pit.
Pump is automatic (internal float)
I do requier to protect the motor with overload relays.
Do I need to use magnetic starter? or I can wire my overloads in series with the cuircuit conductor without the contactor?

I can see no reason that this motor would not need overload protection.
It might be integral with the motor.
If not, you could use any means listed in 430.32B

Very few, if any, motor overload relays actually open the power circuit when they operate; they are intended to be used with a contactor or starter.

For your application I would use a manual starter instead. The IEC style manual starters are physically not much bigger than an overload relay.
