Motor vs HVAC vs Heat load classifications

Often I find myself struggling to decide whether or not a piece of equipment should be considered as HVAC/Motor/Heat loads. It usually doesn't matter unless we're having to consider Largest motor or filling out Utility (Electrical Loads) permit sheets which specifically ask for total motor VA used.

When I think of a Heat Pump I usually consider it Heat since its main function is Heating. Technically its part of the HVAC equipment and could be HVAC load. Technically they may have motors in them which could classify it as Motor load.

Exhaust fans could be Motor/HVAC/Heat (if including heating element). Typically I consider them as motor since that is their main purpose.

What are some of your general rule of thumbs when selecting appropriate load classifications/demand factors for commercial buildings?
