Motorized Damper Conduit Required?

I have a couple of outside air dampers that are operated by 120 VAC motorized actuators. They are located in an attic space, non-plenum. The 120 VAC wiring (insulated single conductors) that runs from each RIB to its actuator is not enclosed in conduit. Is there an NEC requirement for this wiring to be enclosed in conduit?

HVAC Zone systems are low voltage wiring Article 725. Independent dampers can be both high and low voltage wiring. I use Articles 360, and 358 for high voltage wiring.

Probably needs to be in a chapter 3 wiring method. 120 v actuators I have wired use a short flexible cord that goes to a j box
