Motors on dedicated circuit

Recently I was cited by an inspector for putting a duplex receptacle in for a sump pump and a water softner on one circuit. The inspector said that the sump pump was a motor load therefore in needed to be on a dedicated circuit. In the past I've put the sump on with the basement lights or other things, (especially if the house is located in a normally dry location and will probably never run). Am I in violation?

No, it depends on the hp of the motor.
