It depends on the application and the VFD being used. Check your VFD user/installation manuals to start with.

As far as I know, all recent vintage VFDs have built in OL protection, thus do not require any external OL protection.

If you have a dinosaur, it may require external OL protection.

There is an issue with certain older VFDs that are not UL listed. The claim is that the OL protection is not UL listed so external OL protection is required on these type of VFDs. I do not recall anywhere in the code that motor OL protection is required to be listed.

All of the VFD I've put in don't need OL protection. They are in the drive already. One important thing you must do is to set it up correct. You can set your limits with a computer but read the manual for the correct setup. I do install some type of fuse to the drive for the short circuit protection. That's been awhile ago but this is what I remember doing.
