Mount disconnect to handrail

Needing to set a 70 amp disconnect for a MAU on the roof of building with no space on the unit to mount the disconnect. There is a skylight a few feet away with a handrail around it though. Would it be permissible to mount the disconnect to the handrail?

I believe that is a guard rail and not a hand rail. You can't mount things to hand rails as OSHA requires a 3" clearance around the hand rail. I don't believe that requirement applies to guard rails.

I agree with Don, this does not sound like a handrail and stuff gets mounted to guard rails all of the time.
