Mounting conduit to a portable structure "URGENT"

Can you mount rigid or EMT conduit to the back of metal cabinets free standing in the middle of a room? They ran 120VAC outlets and 480VAC, 3-phase to disconnects with plugs for equipment. The cabinets are not grounded or bonded to anything or bolted to the floor. Could you point me to the code reference on this.

Why would the cabinets need to be bonded? Doesn't the attachment of the conduit and boxes to the cabinets bond them adequately?

I don't see anything inherently wrong with mounting electrical equipment on something not bolted to the floor. I also don't recall ever seeing a code reference that would require it.
 
If I understand your position, you have a conduit coming from the wall and goes on a cabinet instead of a flexible conduit or cable going to the cabinet.

I don't see anything wrong with having a conduit going to a cabinet.

As soon as you mount the conduit to the cabinet then it becomes part of the system and it will be bonded.
