Mounting JB for receptacle upon a removable cover

Good morning. Is there a building code or electrical code issue with mounting a four inch square with mulberry cover for a receptacle....UPON a removable access panel, under a reception desk. The reception desk has removable covers to access the knee wall void...and there was discussion about screwing the JB to the access cover

It would probably be an AHJ call, but I don't see a problem with it if you left an adequate amount of MC cable or Greenfield to enable removing the access panel and storing it out the way giving you working space.
